CALIFORNIA QUALITY COLLABORATIVE TEAM
PBGH’s California Quality Collaborative team works side-by-side with clinicians, payers and purchasers to transform delivery systems and scale measurable improvements in high-quality, patient-centered care. California Quality Collaborative programs engage and train stakeholders to scale measurable improvements in high-quality, patient-centered care. Current programs include convening delivery system leaders to align priorities and change efforts, and advancing practice transformation across primary care networks. The adoption, sustainability and scaling of these programs are accelerated by the purchasing decisions of PBGH’s public and private purchaser members and by PBGH’s advocacy and measure development work.
California Quality Collaborative is a statewide multi-stakeholder improvement organization dedicated to advancing the quality, efficiency and equity of the health care delivery system for all patients in California. CQC creates scalable, measurable improvement in the care delivery system by providing coaching and technical assistance to outpatient delivery systems and care teams and aligning stakeholders to take action on system-wide barriers. The role
The Project Operations Manager will provide project management and support to team operational workflows for the CQC team. This position is accountable for enabling effective team operations and independently manages assigned projects; including but not limited to executive and stakeholder scheduling, monitoring operational risks and dependencies across projects, supporting funder reporting and compliance tracking, developing and improving operational workflows, templates and governance processes, and facilitating communication channels with internal teams and external stakeholders/partners.
KEY RESPONSIBILITIES
Team and Project Management
Utilize PBGH’s project management system to develop and maintain project plans, identifying key tasks, deliverables and their responsible stakeholders. Develop and maintain leadership dashboards and reports to provide visibility into project status, deliverables, governance activities, proposal pipelines, and sponsor commitments.
Manage and coordinate projects and operational activities across PBGH departments to support consistent and effective team operations, timely follow-through and execution.
Oversee the continuous improvement of internal team processes, workflows, and governance. Monitor operational risks and dependencies with portfolio-level workplans across the team to update leadership reports and dashboards.
Develop and maintain team standards, onboarding resources, and knowledge-management practices, including maintenance of operational procedures, document management, templates, and shared resources aligned with PBGH guidelines.
Provide project management for leadership team meetings and staff meetings. Track decisions, action items, and commitments arising from leadership, governance, and cross-functional meetings to ensure timely follow-through.
Manage executive and leadership scheduling and coordination to support leadership priorities, governance activities, and stakeholder engagement.
Manage operational aspects of Annual Organizational Sponsor engagement, including tracking commitments, coordinating reporting and recognition activities, maintaining sponsor records, and supporting renewal processes.
CQC Governance Support
Serve as the primary liaison in partnership with the Vice President, Care Transformation for the CQC governance activities and meetings.
Maintain governance infrastructure, including member rosters, meeting calendars, onboarding materials, action-item tracking, agendas, presentation materials, and follow-up across Steering Committee, Executive Committee, workgroups, and other advisory bodies.
Business Development / Proposal Management
Serve as the central organizer for proposal infrastructure, including proposal calendars, templates, document management, subcontractor coordination, submission tracking, and post-award transition planning.
Monitor and track all CQC business development activities using PBGH’s project management system, and update leadership dashboards and reports to provide visibility into proposal pipelines, sponsor commitments, and funding activities.
Travel requirements: 4-6 times per year within California.
knowledge, skills, abilities and prior experience
5+ years of relevant experience, including working directly with senior leaders, independently managing complex schedules, and leading project management activities.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and project management tools (e.g. Asana or similar).
Exceptional level of professionalism and demonstrated experience in working with external stakeholders (including non-profit Steering Committees or Boards), handling of sensitive and confidential information, and the handling of changing and sometimes competing priorities.
Experience supporting multi-stakeholder initiatives involving health plans, provider organizations, purchasers, foundations, or government agencies is preferred but not required.
Bachelor’s degree in business administration, healthcare management, or related field is preferred.

Experience with utilizing, implementing or developing Artificial Intelligence agents for project management is preferred but not required.

compensation
PBGH offers a competitive annual base salary range of $98,000 - $128,000. The base pay offered will be determined by factors including but not limited to experience, skills, location, education, internal equity, and any applicable minimum wage requirements. Decisions will be made on a case-by-case basis.
